I hope this doesn't happen, imagine all the gold/item farming that could take place when it comes to items. It would completely break the economy which I hope they improve with a cross faction auction house. I do agree on everything else though.
They are 0 gold items that can still be used and upgraded...Secondly, the white items that were introduced in 1.2.3 when picking up items from weapon racks, armor racks, and even containers. When they were introduced because there was no penalty to taking them they were made worthless - but now with the justice system (and the risk involved in stealing) they should be changed to have some value, and either made a normal item, or changed to a token (stolen loot object). Be careful though that they need to be kept at the moment as some pieces are needed to earn the achievement for being caught wearing all stolen armor.

Make the armor drops junk armor. White items. Worthless... or worth very little.

Not sure what you mean here.
They were not worthless before and they still are not. They could/can be used to advance your skills.
By worthless I meant they sold for zero and that they were worth very little inspiration. Yes they gave some, and of course you could wield/wear them but they are vastly inferior to other items.

ESO has come a long way since launch and sometime it's worth taking a while to step back and just appreciate how wonderful and detailed the world is. I love the way to can see objects in the environment and take them - it feels very immersive. I love finding a hunter's camp in the wilds, seeing a couple of rabbits hanging and being able to take them, or a bunch of grapes in a bowl.
