The last new zone was the northern third of Craglorn which was released in mid-September 2014. The last new quests were the pledges, writs and the Vetrran City of Ash quest which were released in early November 2014.
Everyone can make up their own minds as to whether or not this pace or schedule is sufficient.

I was using update as a synonym for DLC. I'll be more specific in the future I suppose, though i question whether or not DLC will be released seperately from updates.

I disagree. Yeah there are still things that need to be fixed, and long outstanding issues such as the LFG tool. But comments like "feels like beta" and "low quality" are just way off. It's like you're intentionally making it sound worse than it really is. ESO is one of the highest quality MMOs out there despite having a few bugs. I don't think you know what a beta is.

I think it's best to think of it not as what content, but if you purchase it or not. In other words,
DLC - purchased and downloaded
patch/update - free for download
They plan to release gameplay improvements like guild skill lines, spellcrafting, jewelrycrafting etc. which can be considered "content" but will more than likely be free to download. In contrast DLCs are purchased and will include new zone/instanced content.
Same. I think numbered updates will still be the sources of new content, some of which will be locked out as DLC. This game is one year old already and still it feels like beta. There are still plenty of annoying issues that cause me a lot of rage.
1. Wayshrine teleportation system has an issue. It sometimes teleports you a little bit under the ground or inside of a pedestal so you can't move for 2-10 seconds until it sets you free.
2. When you teleport to some cities and start interacting with crafting stations it starts teleporting you somewhere with loading screens until it teleports you back to the crafting station. And this thing happens really often. Sometimes I get like 4-5 teleports with brief loading screens before I finally can start doing my things back again. Two times I was even teleported to the entrance of the city with disability to see any interactable objects. Had to log out and log it to solve it.
3. My latency in Daggerfall is about 210-220ms which is not acceptable. Especially combined with lag spikes. Sometimes guards freeze in place and then suddenly run with x10 speed right in front of you. Stealing things from NPCs does not feel really responsive sometimes. Here is another example. In Evermore I was trying to get into the building with a bounty on my head right behind the guard's back. Everything would be fine if it did not lag and actually allowed me inside. But no - guard caught me and I had to run away. I managed to get to Outlaw's Refuge door but another lag prevented me from entering it. And I died losing all my stolen stuff. Awesome.
4. Latency in open world with no people around is about 90-100ms. Well, in World of Warcraft I had like 50-60ms. In crowded cities like Stormwind with way more people around I had like 100-120ms. Looks like Blizzard did a better job than you.
5. Continuing with major cities and latency. Textures in Daggerfall are loading way too slow. Sometimes I have like 30 seconds to look at some object before the low quality texture is replaced with the high quality one. Or mounting a horse would not show you the actual horse for some time.
6. Another issue with stealing. While sneaking I get sometimes spotted right after getting hidden and then I get really hidden. There is not reason for being spotted - I stand right behind a single NPC's back. I don't know if it's another latency issue or bug with the system.
7. Interacting with objects is not always a simple task. Sometimes I'm pointing my reticle right in the middle of some object but there is no message that I can interact with it. Then I have to move my reticle around to find a spot where it becomes finally interactable. For example, vases are really hard to deal with. Even doors are not responding if you come too close to them.
8. Looks like you gave up with fixing the LFG tool, right? Who needs it anyways?
9. With update 6 we get another awesome feature. Health indicators over the heads of NPCs or players are almost non-existant. Even though the recent patch notes state that this issue is gone, in fact it even got worse. The NPCs' glow once disappeared for me as well. Good job.
My point is that the game is still of a very low quality. Feels like it intentionally tries to annoy me as much as possible. Thus I suggest you to dedicate an entire update to fixing this game.
We've gone like 6 months without any content update, and it looks to be 4 months or so before update 7 is likely. so sure. Why not? Let's see if we can make it a year without content!
Just teleported to Daggerfall, ran a couple of meters and got stuck on loading screen for some reason... 2 minutes of wait and nothing happens.
