Thank god I found this thread. I thought I fried my computer, Just finished my new Water cooled build 3x R9 280x Matrix platnium, and had a leak on my top card. Spent 2 days rebuilding ,still to have this same issue with flickering, Thought I had messed up my remaining 2 cards as well. Re-installed everything 2x, 2nd run 1 at a time running eso. soon as I enable crossfire for applications with no profile Wham..

ESO is so bad with crossfire and SLI support.

    Same problem here, 3 - R9 280x Matrix Platnium

The flickering only seems to start when loading 2D screens, or tabbing out of game to desktop, no flickering in game. I also had my 2nd GPU running at 99% even after exiting the game.

I was wondering if my wife was the only one with this problem.
Bought a R7 250, 2 weeks after the game release and the card was doing fine.

Then the game got patched (in may), and this flickering appears in the log-in screen (2D), starts with little shaking.
It stops when you go in game (3D), but when you exit the game windows is left in complete chaos. Flickering, artifacts, lines... need to restart PC to fix.
Windows reinstalled, driver updated, no addons, tried other games no one has this problem.

Many patch got released since, but this problem is still here, and getting more and more annoying...

Ok I have found a solution thanks to another member of these forums.

    Remove these two files:

    ShaderCache.cooked
    UserSettings.txt

They are found in my documents - Elder Scrolls Online - liveeu/liveus

The only thing that is kind of annoying is that you have to customize your graphic settings again and go through the software agreement and brightness settings at the start of the game. (everytime you exit the game and start it again.)

But this works, it's the only reason I still play this, because it works.

Let me know if it does.

First time I started the game with fresh Windows install, I was happy the flickering didn't appears.

But they did came back the second time I launched the game. :\

I will try to delete the Shader Cache before restarting the game.
But the User Settings, I did not change anything, but the gama settings and aggreement done, so I do not think it is the cause.

After a long while of this issue going away..i start up ESO tonight and the screen tearing and flickering on the log in screen, and loading screens is back. Just like previously, in game graphics are fine..just the "out of game" screens are all jacked up again. Why is this happening lol.
Force weapon swap to have priority over EVERYTHING. Close enough.

    Disable abilities while holding block.

Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.

The distortions I saw in the cell phone video are typical of ram overheating (though it would be odd for it to happen so fast) and/or the game trying to push the gpu/monitor into a resolution and refresh rate it does not support.

What kind of cable are you using? VGA? DVI, HDMI, Display Port?

What resolution and refresh rate are both the desktop and the game set to?

Yep. Just closed ESO and my graphics went all to ***. Had to pull the plug to restart. As my graphics were going completely haywire, I got a windows error message that my graphics driver had shut down. I do use an AMD R9.

I dont know what you guys did to make this issue reappear...but I will not continue to pay a sub to a game where I have to pull the plug to restart my PC every time I exit the game. Was there a hot fix patch last night, or today or something that screwed it up again?

I know this is a pretty old thread, but it's the only one with this precise issue I've found and the same thing has been happening to me as well. I've recently bought a new computer, with an AMD Radeon R9 200 Series card; the first week or so, there were no problems, then it happened the first time. Two days later, it happened again (including Windows going haywire after quitting and needing a reboot). It doesn't happen every time I play, but it's happening often enough to annoy and worry me.

Yep. This issue has come and gone for me a couple times now. It always appears right after they patch or do an update. Then it just miraculously stops and I'm good to go again. It is annoying as hell.

I have had my in game graphics settings change after patching.

Try resetting to default. Exit. Launch and set to your prefered. Will this clean it up.

I have also had patch issues where I needed to run as admin, at least once, after a patch to get things working right.

This is an old topic, but I wanted to post because I'm a new player and ran into this very issue. I have an R9 270x. I had adjusted my video settings and had turned on Fullscreen not really thinking about it. Then I started getting video corruption on ESO loading screens and on the Windows Desktop after exiting the game.

I thought my video card was dying. However, after finding this thread, I switched the game Settings back to Windowed Fullscreen, and that took care of the issue. All is good, and now I see why the ESO game settings default to Windowed Fullscreen!

    Ok.

After yesterday's update this exact problem appeared to me. Almost a year playing never happened.
I thought that my graphic card was dying but it's perfectly fine.
Yeah, I'm running a AMD Radeon.

Is there a manual fix to this?

Usually an issue like this would be related to the in-game resolution not matching the desktop resolution.

What is your desktop resolution @Viintaas, and does the game resolution match?

Also, if you happen to have any screenshots of what happens after you exit the game, it'd be a huge help!

Both desktop and games's resolution are the same, which is 1366x768.
It's dificult to actually take a screenshot because my pc crashes, I took a photo with my phone.

(My problem seems a bit a different, actually.)
It never happened before. It looks something like something is acting weird with the graphics card. Tried with different games, it's perfectly fine.

Oh my, that's a lot of artifacting. Different from what I originally though. Thanks for the picture!

This can be caused by a whole host of things, but the best thing to do at this point would be submitting a ticket to customer support along with a game consultant file and this screenshot. This file contains information about your hardware and drivers that will help us pin down the issue.

Once you've submitted your ticket, let us know the number and we'll be happy to take a look!

EDIT: Conferred with some other folks. A ticket is still a good place to start, but we'd like to ask if the same issue occurs when running in Fullscreen (Windowed) or just plain old Windowed mode. Thanks for your patience!

When you press play in the launcher close the launcher, wait for the game to start playing music and maximise the game, that is what worked for me eventually. But your artificting is incredibly heavy.

I usually play in Fullscreen, the screenshot shows the game in Windowed mode because I was trying to see if that would fix the problem (some old post in the topic said it would).

Yeah, I experience the problem both ways.

    The ticket code is: 150318-001910

EDIT: It's indeed an hardware problem. Just to clarify any speculations about a possible bug. Let's pray it isn't a motherboard problem.

    Thank you for the help.
