I agree that's probably why they haven't done it. Would it work if they only did it for the "currency" and "progression" values of AP, and not the Leaderboard values?

It could still apply to the AP that allows you to buy stuff, or the AP that goes towards skill/rank progression. Giving these a 10% bonus wouldn't affect Emperorship or the Leaderboards, but would still give PvP players a bit of incentive to sub to ESO Plus.We asked them to ensure that ESO Plus will not affect Emperorship or the Leaderboards. This is the culmination of that request.
