Imperial Luck affects...what, exactly?

I've seen another thread about luck, but most of it was speculation.

a) Are the imperial luck racial (as seen in the imperial race tooltip during character creation) and "red diamond" the same thing?

b) If they're not the same thing, then what does this luck affect? Loot? Crit? Stealth?

Zenimax, can we get some light on what this racial means?

To the players: while brainstorming an speculation are both wonderful tools, if you don't know the answer, please have the courtesy to put "but this is mere speculation" at the end of your post.

All I know is that in Skyrim, Imperial Luck was when playing an Imperial character, anywhere you would find gold, it would be a little more than normal.

in morrowind, inside ghost gate, there is an imperial officer that gives you a "lucky gold coin" and it does help you in the main quest as well as other special places.
the old single player games allways had a dice roll that had effect on the outcome of how things played out or damage you took ect ect ...
but that was because your "luck" played a part in that outcome and if you had high' luck then you would have greater "lucky results" in your adventures.
but here in eso obtaining luck i think might be similar to giving out a critical hit. i do not see luck playing any part whatsoever in the current build of 1.6 in eso.

(and yes of-course, this is purely speculation on my part)

Imperial luck attracts an ex-Psijic necromancer who betrays your Emperor, tries to usurp the Daedra he served, and set in motion a series of events that would lead to a great deal of misery and bloodshed for a good many years.

    Its a useful stat.

The "luck" is just flavor text, the actual passive is Red Diamond which gives a 10% chance on melee (non-bow physical attacks) to heal you a small amount that scales depending on the rank of the passive and your current level (and anything that effects healing you do or healing received). The actual name of the heal is Star of the West, which you can see if you use Foundry Tactical Combat addon. Imperials also get a few other passives as well of course but the heal is what the flavor text likely is meant to refer to.

The heal I believe is 3% max hp with max rank. Same with redguard passive, which is 3% stam.
