Public flogging has gone out of style for ethical reasons. People are more interested in the flogging than fixing the problem.

They don't have to publicly address them, but when you see the same players doing the same thing over and over again you would imagine a lack of action is by nature allowing the exploit to occur.
So I'm guessing these exploits are intended and ZOS are hoping everyone uses this build, which would make the game virtually pointless and unenjoyable.
Persistence of the problem is not an indication of lack of effort. (Crime statistics will pan that one out.) It may simply mean they either don't have a feasible solution to the problem or are unaware of the root cause. In either case, they don't publicize the action to be taken in order to cut down on witch hunts.

Most people who play pvp in Thornblade will know who these people are, ZOS have been told of them. If ZOS lack the ability to contact these people, ask them what they're doing to achieve these results, and then either remedy the issue or let it slide and condone it through inaction. Then that's just bad for the game, end of.
You crit them from stealth when they're not blocking for a few hundred.
Personally i dont think they're cheating as they been able to devise a way to achieve this. The problem lies with Zos allowing it to continue as it makes the game boring and futile.
