happens to me (I am EP) however I don't cry about it being players from other factions.
I assume it has something to do with weapon swap or a CC break that didn't break all the way just made me movable but not useful...

Seems to be something to do with being on a horse.

I had this happen after I res'd from a death and was riding back to the action. I realized I couldn't dismount, tried sneak while mounted, tried the esc. key, and /reloadui. NOTHING worked so I ran into the fray and was of course knocked off my horse. Luckily I survived that, and was able to regain my bars availability.

rolling doesent help as it is supressed by that issue as well, nor does open the skillscreen, bp or any other window help sprinting is possible but doesent help anything the qb is locked with that nice lock icon beeing unable to be switched nor any ability to be used and its not the target lock issue (wich is not even a bug - the bug is actually that you have to lock the stucklocked target again to unlock it so you must have a clue what you have tab targeted :P)

Aggro an NPC. That fixes it.

I get the exact same thing while I am stealing everything in Wayrest. I hit ESC a couple dozen times, bash the keyboard with my face then it starts to work again about 43.72% of the time. When it happens in PVP I am usually on my horse s I will run into a scrum and jump around on my horse hoping to distract the enemy until someone knocks me off

I beginning to wonder if being rezzed kicks off some kind of memory leak or other bug.
This happended in PVP and PVE after death.

Don't be so quick to cry exploit. I had this happen to me a few times in dungeons in Craglorn, no EP to be seen
I assume that much like the horse stuttering bug, the spell resist bug, the multiple ulti drop bug, the nirnhoned bug, the door bug, the radiant destruction bug, and the no group/alliance markers bug, the I-can't-use-a-single-****ing-skill bug is just another of the exciting new features of 1.6.

The bugs/exploits/broken skills/broken passives/lag/crashes/freezes continue to get worse as the game gets older. I have never seen anything like this in my life and I have been around since the original EQ.

I've had this happen to me multiple times. There is one thing that works very well to solve it - eat a food item, you will be off your horse instantly.

EP is so good at it we even do it to players in PvE.

We all get together in one giant TeamSpeak and laugh about it.

In fact we exploit it so well that we are also the cause of all lag -
Oh and if your trials team wipes, EP - we caused the boss to be OP.

We are also the reason Sanctum is hard.
Remember the main quest line amulet of kings? and you would get stuck in that instance.

I suspect it's unintended. I play yellow. I sometimes notice lag and oddities like skillbar lockups when fighting blue, but not often. When fighting red, however, both lag and all these 'bugs' are far more common. While it could be an exploit, I believe it's more likely caused by red's tendency to travel in packs of "every single red on the server."

Blue and yellow gather in groups. Red's in much bigger groups, spamming AoE in a game where the AoE caps just got removed. I'd look at that before deciding there is some secret way to cheat.

I'm EP and I get the same things. Must be from the other EP.
