I had cases where the GAME froze, not just my client. Three times the whole game froze (music played) and when the action started again it was like no freeze had happened, it was NOT 'server lag' in the usual sense, the game itself had frozen. I posted a thread yesterday where I described it as pressing 'pause' on a video and then hitting 'play' again.
I also had two occasions when the freeze-up never ended, after 1 minute or so I had to use Task Manager to kill the process. I could witch to desktop and work fine (so it wasn't a low-level kernel lock-up) but as soon as I went back to the game the lock-up continued.

This seemed to be correlated with loading screens, especially when sprinting my horse in a city, after which I could only dismount by riding into an area that caused auto-dismount, clicking on a wayshrine, or re-logging. Not as often I had delayed weapon swaps and interactions with my environment, such as talking to NPCs or opening doors...
Sorry, no, this was not simple 'lag'.The freezing could be because of the high amount of CPU usage ESO has. Try opening your taskmanager while the game is running, it will show how severe it is. I have had rare freezes and at those moments the CPU gets very close to a 100% usage. The game undoubtedly needs more optimisation so that people that aren't running really high end CPUs won't have these problems.
Just for clarity I run an Intel i5-4440.
