I think regardless of your player level or crafting level the writs should be for the zone you pick them up in with the mats that are available in that zone.

I had a level 23 alt delivering writs to Coldharbor before it was moved to Riften. Not a problem at all - everything in one place, port in and out only once. The problem lies elsewhere: with characters having different crafts at different levels. For example, you maxed out Blacksmithing and Clothing, have Woodworking lagging behind and decide to start levelling up Enchanting. Now you have to port between Belkarth, Rawl'kha and Vulkhel Guard every day when you could just deliver everything to Belkarth. And why not? That's not the case, as far as I know. Provisioning simply has fewer levels, so it probably skips over some delivery spots.

I don't think that's true. My provisioner has been delivering writs to Sentinel in Alik'r Desert since she was level 24 or so. You can't get writs for veteran items until your character is a veteran.
