So theres no chance of getting emperor when you join a campaign say 2 days after it started? Because one guy plays 24/7?

Depends on the person who is ranked 1. I got my emperorship in quiet campaign and then messed around as emperor for a few hours and then switched to larger campaign. In large campaigns, top players will not give up their spot like that.
I don't know what the situation now is but back then people didn't stay in the small campaign long after they got their emperorship. That way it was possible to become emperor at some point if you were ranked high enough. Eventually people in front would just leave. Ofcource it is always possible that someone who is not planning to leave to better pvp campaign becomes emperor.
