Didn't get enough Champion Points

I have a VR9 character and only got 14 champion points for each constellation group. Shouldn't I have 45 Champion Points in each?

    45 in total not for each.

    1 point for every 200k XP. 42 in total sounds about right for a VR9 character (a fresh VR10 would get 45).

    If that's true then I need 1 Champion point added to each constellation group because I have 42 in total currently.

    VR 9 with 0 exp to v10 it's 40 cp
