Hi and welcome to ESO, as you are obviously new and haven't been checking out what's going on in game recently. The good news is just about all the things you're asking for in the OP are happening in ~7 hours for NA and tomorrow for EU with update 1.6, cheers.

Fish is an collectible achievement.
Yeah, but they behave like the quest trophies. They can be consumed, but the fish remains in your inventory.
So, you have the "collectable" achievement trophies. These are consumables. Using one removes it from your inventory and adds it to the achievement tab.
Quest trophies. These are miscellaneous items, that come from quests. Using one will result in a brief visual effect. Though a few, like the Blackfeather Court Whistle have actual stat effects, and the suspicious bag of meat and old bear trap both produce items that can be interacted with.
Fishing trophies. These are miscellaneous items. Using one will mark that fish as caught on your achievement bar, as if you had actually caught it. This does not consume the fish, and fish can be moved around between your characters to pass the achievements around to all of them. Though, there's no real reason to do this.
So, they're in a weird state between the other two. They act like collectables, but remain in your inventory like quest rewards. Fish are weird.
Except quest disguises don't count as costumes, so the only thing that will go into my account-wide inventory is the Mask of Cheerful Slaughter when I get it (I'm not going to buy any crown store costumes).Hi and welcome to ESO, as you are obviously new and haven't been checking out what's going on in game recently. There also wasn't a trophy tab last time I checked, but I'm not 100% sure what their status is now. It's possible they don't take inventory space. Any insight?
