if you are in your mid-high 40s; take the battle level off. It will only hinder you.
the battle level is meant for lower level players. it boosts them up, on par with everyone else, so they can have a chance at PvP. if you PvEd till your mid-high 40s, take it off before you enter PvP, as you cant switch it in the PvP zone.

Battle level and Battle spirit are two different things.
Battle level boosts stats for low levels to be more competitive (in fact it does not boost stats as much as set them to a predefined level - if your natural stats are better, it will nerf you). You can disable this.
Battle spirit is the cyrodiil buff everyone gets. It gives extra HP, increases range, etc., but it also nerfs damage and healing (and shields, in 1.6). You cannot disable this.

For NPCs in that campaign to be a different level, they would have to set up a whole set of special conditions in the code that would be applied only to that instance. Implementing such a thing would not be an efficient use of time; a better thing would be to rescale the battle-leveling so that it aims at VR5 rather than ~Lvl 46.I am still trying to work out why on Earth the non vet campaign is populated with VR5 npc's. It makes no sense to me at all, seeing as no one of level 50 can even go there. The most polite word I can come up with to describe this setup is silly. I got killed really quickly when I first started going there even with the battle scale thingy. I dread to think what it would have been like without it....

I was specifically asking about the part I highlighted in Wheeler's post. About why our stats sometimes go up or down depending on the situation. I understand why battle leveling is enabled overall.
