I have the same issue. Should we just drop the quest and pick it up again?
Yes I dropped the ones not working and received one requiring water that worked but you can't do this the same day, you must waste a day or you receive the same quest again and again, unless I had a very bad rng.

I did that this morning and got the fabled "water quest" which came with a survey report when I finished it. I now have more Blessed Thistle than I'll ever need. I had it before the quest, too, but now I have even more. Goody!
And a V1 farming mats in Craglorn is quite an exciting proposition, like questing in Cyrodiil.
Alchemy fix didn't take, there is official response from ZOS on this. Not sure you want to hear this, but try leveling Provisioning. At level 50, writs are very easy. The recipes are common, and the only downside is that some ingredients are grocer only.Luv2Travel1 wrote: »I am very frustrated with this issue.
