The problem for stamina sorcs is the lack of utility not the lack of damage abilities. Running boundless storm is arguably the same as what you suggest for surge only difference being that it wouldn't proc dot effects like valkyn.
That suggestion would be great for aoe dps and clearing PVE but if that was what crit surge was changed to I would probably change to magicka which I really don't want to do. It is probably very different in magicka builds but from my perspective as a stamina build (have been on templar, nightblade and sorcerer since launch) it just wouldn't work.

Uhm no, that's not what I meant at all.
I simply mean, that each of our attacks deals extra shock damage. Not splash damage, I haven't said anything about a splash.
For example I shot with a bow and deal 1000 damage + 200 normal shock damage. That's it, a simple and brilliant change
Made suggestion for Sorcerers ability morph for bound armor, bound aegis to have major mending buff when active once I heard about Ingenous Shield providing a major mending buff.
A pure tank class DK can now heal better then the pure ranged magicka class that is the sorcerer.
Pretty hard evidence to support the theory that the combat team just have now clue on the direction for Sorcerer.
It's close to the release date of 1.6 going live and I am pretty worried that this class will be much more worse off for an entire 6 months to year before they do another major patch.
Edit: Surge needs to be addressed, and quite frankly so does the entire direction of the sorcerer class before they release this patch or another PTS build!

Perhaps, but I think they picked February to give them a cushion incase of severe problems with testing. I found it odd that this was so far off from the march console release. At most perhaps two weeks into march.
The only way I would agree with this patch being released is if they agree to the suggestions of and get everything fixed by the end of next week.
There isn't proper testing, because of the damage bugs and exploits.
It would be incredibly ignorant to green light this for live.
