How to discern if a skill scales with Stamina or Magicka

So I'm thinking of getting back into the game with the 1.6 patch after having been away since a month after release, but I'm having great difficulties choosing a class and build because there doesn't seem to be an easy way to know which abilities scale with Stamina and which ones scale with Magicka.

Is it going to be as simple as if a skill costs Stamina to cast, then it will scale with Stamina, and vice versa?

If not, then will it be indicated somehow within the game which skill scales with which stat? It feels rather hopeless for new players to play this game otherwise.

I'm also not liking the hidden cooldowns on skills. Iirc I read somewhere that i.e. the Templar's Burning Light passive has a hidden cooldown. Now what if I decided to create a Templar and after leveling and gearing it for two months to take advantage of this skill I find out it has a hidden cooldown and isn't working like the tooltip tells me? In such a case, thank you very much ZOS for wasting two months of my time because you didn't find it important enough to write another sentence in a skill's tooltip! These things should be unacceptable because they are outright rude and insulting to the players to leave out.

I've also read in some thread that Green Dragon Blood has some sort of internal cooldown and heals for less than stated if you cast it repeatedly. I'm sure there are more examples and I simply don't know what's true and not, so making a new character when you're not experienced with the game feels like a complete jungle due to lack of information on these things.

    if the ability costs stam it scales with stamina,
    if it costs magicka then it scales with magicka.
    ultimates scale damage wise with your highest weapon or spell power stat

    Alright, that's good to know, thanks! It's certainly going to make things a lot easier.

    But what about passives? I do think there should be some kind of indication in game that tells us what they scale with. I read in the 1.6 patch notes that Burning Light scales with both, but how do you know that in game if there is no indication?

    Finally, does anybody know of a page that lists the internal cooldowns for abilities? Having these hidden is rather absurd. If something says it should proc 25% of the times on a hit, then I expect that to actually happen, and I may focus on doing plenty of light attacks with quick weapons and high attack speed. If there is a hidden 10 second cooldown that isn't listed anywhere in game then that whole setup isn't going to work and I'll be wasting time and resources because the game is lying to me, and I can no longer trust anything it tells me.

    Btw, can someone tell me wether ultimates will scale off your higher crit and Penetration value or wether those are fixed?
    For example, could a stamina Sorc let Overload scale off your weapon critical chance and/or armor penetration?
