That's what it's supposed to do but currently on PTS it isn't working as intended and Reinforced is actually showing an overall lower damage value from incoming hits than Impen. We're all hoping it's a bug that ZoS has yet to fix.Impenetrable should reduce crit damage more than Reinforced, at the very least for light armour characters.
It would be nice if it did work that way (the way the devs stated), but it doesn't on PTS. 3200 Critical Resistance negates the unmodified critical bonus which is 50%.
This means having 7/7 Legendary pieces will reduce critical damage by ~21.875%.
So a critical attack will now deal ~128.125% of normal damage.
This looks better then reinforced IMO since most PvP players will have 40%+ critical hits.
Please note the above is supposed to be the way it works. It could/may be bugged.

So.. going over old posts.. it's funny and sad that this is still valid.. more than 1 year has passed and they still haven't fixed the in-combat bug, that even el Wrobel acknowledged during one of their dev play session.
