Character creation not working!

Made a character on PTS today and no matter what I did it would not save how I made my character. Anyone else having this issue and should I report as bug?

No Hair, No fair!
I kept trying to apply hair but when I logged in the character was bald.
I'm glad to find that it's not just me.
