1.6.3 suddenly unable to generate ultimate, bug still not fixed

no idea what triggers it, but suddenly my light/heavy attacks fail to generate any ultimate... this is game breaking and can only be fixed by relog... @zos are you aware of this bug?

    They have to be...it happens to people streaming on twitch all the time. But...who knows...you would think they would be aware of crystal fragments not proccing from encase or streak too, and that is still broken.
    Force weapon swap to have priority over EVERYTHING. Close enough.
    Make stamina builds even with magicka builds.
    Disable abilities while holding block.
    Give us a REASON to do dungeons more than once.
    Remove PVP AoE CAP. It is ruining Cyrodiil.
    Fix/Remove Forward Camps. They are ruining Cyrodiil.
    Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
    Werewolf is not equal to Vamps/Bats.

    My guess is they aren't aware of it, since they didn't even acknowledge any of the posts about this bug over the last week.
