Blues helped me get Emperor from the EP terror regime on Blackwater couple months ago, I talked with a few AD that were regulars and we agreed to grab a DC scroll and run it back for them. It's basically a thank you to the other group, shake hands after a game, etc etc.

A scroll was a the reward for Emperor ? I had no idea my peers loyalty could be bought so cheaply . Hats off to You Salesman of the year !

Lol... They helped us at Ash, by cutting off Aleswell, because I asked them to... Not because they were getting a scroll out of it. The decision to give them a scroll came about an hour later when I had finished rolfstomping the EP zergs with muh yellow friends back to their gates. And we were like

Speaker A says: "Yall feel like running another scroll?"
Looks at speaker A, speaker B says: Hellllll naaaahhh mutha [snip] you crazzzzy!!!"

Ya man I get it . I'm just goofing at this point . Cheers

no use complaining about it, nothing will be done.

This isn't cheating imo. If one faction decides they'd like to return the scroll of another faction as a gift or as an offering for temporary truce....how is that cheating?

I'll explain the gray area here . Since there's options to enter same campaigns with opposite faction toons , there's no real way to determine this Scroll gift just isn't delivering what a player wants on his or her main faction toon . They could be trolling the other team . Now if factions were locked down tight with no loop holes to switch sides , the authenticity of this transaction being simply a truce offering would be met with less scrutiny .

This situation doesn't really contain a gray area though. It was a 1 for 1 swap with both sides agreeing.

I fully understand that not everyone on both sides agreed with the decision, but that is diplomacy/politics for ya.

Who gets to make these decisions for the faction? Is there a council of guilds that I am unaware of that decides these things for everyone else?

I think I've said this before, but IMO as long as you're working in what you believe to be the best interest of your faction, it's not trolling and should be ok.
Of course, there will be arguments, because not everyone will agree on what is best. But working with another faction can be good for your own alliance.
The enemy of my enemy and all that.
Swapping scrolls, where I assume DC gets their scroll back, and in return AD gets theirs, works favorably for both sides.
Recently we wiped an EP group running a DC scroll, even though we couldn't pick up said scroll, because EP is winning the campaign and we didn't want them to get the points for the DC scroll. Instead, we allowed the scroll to reset so DC got it back. This helped DC, but the point was to keep EP from getting further ahead of AD on the scoreboard.
Sometimes two factions simply have aligned interests, and I think these sort of impromptu truces and alliances adds some spice to the game.

I cannot find the clip anywhere but before the game was release there is a clip of either Paul Sage or Brian Wheller specifically saying in relation the three alliances that he wants two alliances to basically work together when one gets too strong...that was his hope...Let me try find it.

Two Alliances ganging up on another alliance is something that's inherent to the 3 sided aspect of Cyrodiil, or any multi-team game above 2 really. Enemies of enemies forms strange bed-fellows and sometimes this turns out to be the 2 underpopulated/under-scoring alliances, sometimes it's not.

In terms of actual scroll trading where one alliance grabs a scroll and willingly dies/drops it, for another alliance to pick up and deposit, is not an exploit as much as it's campaign politics. Gate jumpers however, as we've discussed on these forums, is an exploit.

Let the trolling begin. Confirmed by Mr Wheeler that logging into your alt on another faction and stealing scrolls is in fact an intended feature and not a bannable offense. And the difference between this and leaping keep walls is what? At least I can kill the offending DK

I attempts to point out the problem of your approach. As much as some people on here seem to think Devs aren't human or are slaves to our whims... they are people... And if you want them to interact a good start is to be less toxic and treat them as people. You'll find they, like most people, will appreciate that and respond in kind. You see it in plenty of gaming communities because it gets so toxic that its simply safer/better for everyone for the Dev's to completley remove themselves from the community/discussion. It simply gets too toxic and is not benefiting anyone. So, yeah.

While I can understand trading scrolls as a negotiation between two factions, how is it viewed when an alliance has a single player as a 'spy' who they leave alive in a group to run a scroll? I'very seen and recorded this before, where the opposing faction will pick up the scroll from the keep they attack, they will drop it, the spy will pick it up, and they will escort the spy all the way back to their gate. the one side of can of course normally wipe out the folks stealing the scroll, but in the case of the spy, there is absolutely nothing that can be done against someone on your own alliance, letting one traitor decide the fate of the scroll.

Is that legal, or is it still an exploit I should continue to report?

If they stopped being able to port into campaigns that wouldn't happen Herfi. It's not an exploit so to speak as it technically is a person running a scroll legitimately from the other faction, but it is underhanded as all get out.
Tl;dr really weigh the fun you have in game vs the business practices you are supporting.

I don't think even that would stop it. they just need one guildmate to change their guest campaign and assign a lowbie alt to have it as their home. Payment for running the scroll could be some gold in the mail or kill trading as well.

Only way I can see to possibly ways deal with it would be to have full PK on even your own alliance or require a team of people to pick up a scroll, but that would probably lead to other issues.

If the faction runs it with legitimacy, then I'm fine with it... But there isn't a way for ZOS to monitor everyone in PvP so we'll never know if the scroll run was agreed on by the people running it and the faction they're running it for, or whether a spy did it. But it's safe to say that if a Spy is running a scroll, the outrage in zone chat will be fierce, and no one will be running with him or her.

Gate jumpers however, as we've discussed on these forums, is an exploit.

what is this?? a dev commenting and telling people how it is??

this is an extraordinary event! quickly, grab the mead, skooma, and sweetrolls!!! lets celebrate!

Complain if a Dev doesn't respond and make sarcastic remarks when they do, that's an interesting approach.

    its to make a point.

your approach is no better than mine:) you complain about me complaining... what does that solve?

I attempts to point out the problem of your approach. As much as some people on here seem to think Devs aren't human or are slaves to our whims... they are people... And if you want them to interact a good start is to be less toxic and treat them as people. You'll find they, like most people, will appreciate that and respond in kind. You see it in plenty of gaming communities because it gets so toxic that its simply safer/better for everyone for the Dev's to completley remove themselves from the community/discussion. It simply gets too toxic and is not benefiting anyone. So, yeah.

well forgive me for being fed up with the devs allowing blatant cheating to go on for months on end without doing squat about it. dang right im going to post sarcastic remarks when they do decide to comment, dang right it will turn the community toxic; if the devs want my respect, they have to earn it. I am not giving it to them simply because they are devs.

Taking a constructive tone is far more helpful to communication and solving a problem than taking a toxic one and just venting your frustrations. Constructive > Toxic To boil it down to the simplest terms. Criticism tends puts a person on the defensive (see above) and adding insult to it just clouds the issue and basically insures that they will not want to listen to you. I'm pretty sure we all want ESO to be even better or we wouldn't be having this conversation.

Is there no Alliance loyalty ? If you have a enemy scroll you capture it for your Alliance that's it no giving it to the other faction or trading it for your scroll or anything. You capture it and then take the other scrolls that's how it suppost to be.
