It appears that you are running Avast! antivirus. In very rare cases, Avast! may detect some file or website as a virus, even ones that are definitely safe. These detections are called false positives. If the false positive detection remains after the virus definitions update, players may want to exclude the detected file or website from the Avast! scan.

To add the exception for The Elder Scrolls Online from being scanned or blocked by Avast!, please follow the steps below:

• Open the Avast! User Interface and go to Settings, and then Antivirus.
• Find the Exclusions tab and browse for the C:\Program Files (x86)\Zenimax Online\Launcher folder or the Bethesda.net_Launcher.exe and ESO.exe file paths in the File Paths tab.
• After adding each path to the Exclusions File Path area, click Add to add the file or folder.
• Added file paths or folders will now be excluded from any Avast! scanning and all shield protection.
• Click OK.
• Try running and playing the game again.

This should hopefully help you be able to run the launcher and download the game.
