1 second might be a bit long, but there needs to be a brief lock. Reason being, sometimes I accidentally swap bars twice when there is lag/delay and end up staying on the same bar, using the wrong skill, and dying in those high level vet dungeons.

I get this so often! A while back I posted suggesting that a better option than weapon swap (to solve this particular issue) might simply to be to bind each weapon/Skills bar to a single key, that way if it's unresponsive or laggy and you're hammering away at the keys, at least your end up with the weapon/bar you want (eventually).
I suppose a good thing about this is that it will go some way towards scuppering macro-swaps. But it should be 1/2 second at most.

It's not a full second. From looking at it on PTS right now, what happens is: once you start swapping weapons, you can't swap back until you've fully drawn the weapon. Which takes... I'm going to guess about a quarter second, maybe a half. So you can't draw your weapon, fire an ability and then swap back in less time than you would have to finish the actual draw animation.
As far as I can tell this will only affect players using macros. Anyone who's swapping out because they need something on the other bar should be fine.
