The wayshrine you will need to travel to is the one closest to the major city in the highest level area of your alliance. This is Riften in The Rift for Ebonheart, Rawl'kha in Reaper's March for Aldmeri, and Evermore in Bankorai for Daggerfall. Let us know if you find the NPC at the corresponding wayshrine!
Sadly this is a problem, some people simply like annoying others by spamming their stupid AoEs and in this case can actually destroy another player's questing.I would just like to add to this that these wayshrines (at least the one at Rawl'kha) are very active with a large number of players. As there players are there, waiting or going about whatever it is they are doing, they often spam skills. The debuff the mobs give that enables the npcs to show up for the player can be purged by Purge, and I'm assuming the templar's purge as well. Is it intended that this effect can be removed by other players without the infected player wanting to cure themselves before picking up the quest?

The bite should put a buff on the player which prevents this unwanted Purge unless the player does something (no idea what, something trivial and convenient) to remove the buff if (s)he does want curing.
