  There is no built-in support for console controllers in ESO AFAIK going by comments in a current thread where NWN is mentioned, which is kind of amazing since the UI is clearly designed for consoles as it's pretty pitiful as a UI for a PC game, this is an early thread about how you can do it yourself, as far as I know it's still valid:
