Mage's Guild Passive not working

I noticed that the Magicka Controller passive of the Mage's Guild is only adding regen and not max magicka. This is on the Template character, can anyone verify it is actually working on the imported characters? You should be able to unslot and then slot a bunch of mages guild skills to see if your max magicka "bounces"

Oh and it stays there, even when you remove the mages guild abilities :O) (until above)1
