45 second cooldown is way to much. as for lol they always have been along with alchemy craft lots of useless potions. They needed to adopt the alchemy system from morrowind the last good game they made in the elder scrolls line.

The change was driven by the options to add reduced cool down on potion drinking. This carried over to Argonians who then had they racial passive nerfed.

The ACTUAL issue was the ability to reduce potion drinking cool down. THAT should have been nerfed but instead we now get this global nerf to potions, NBs and Argonians because a handful of players started to attempt to have perma-potion buffs.

Once again the real issue was not addressed and wide spread nerfs affecting a ton more players who never abused the system was done. Argonians now have no racial passives that effectively increase they dps when nearly all other races have (and ALWAYS had) vastly superior dps racials outside of a very few gimmick potion builds. 6% more magicka and stamina gain every 45 seconds is nothing compared to +10% main stat other races benefit from.

My Argonian NB (my first and fav character in game) is now benched due to this and also learning my build LOST abilities to choose from from stamina conversion. Already rolled a Breton. F*** choice I guess ... mmo'ification of TES takes another victim. When 1.6 notes hit it was like Christmas morning for a child, all excited with anticipation ... until they find out their presents were empty and their parents also broke their previous toys while laughing at them.

The new potion system is likely what it should have always been: a time and temporary buff everyone could equally benefit from, BUT ZoS tied them into a class and a race which have now nerfed areas of the game that should never been affected. Hopefully they open their eyes or remove their blinders and stop breaking things indirectly with "fixes".
