PvP Campaign population balance

Is there any hint of ZOS doing anything to address the extreme population imbalance in virtually every pvp campaign for 1.6?

    I recommend basing faction population caps on the lowest populated faction in a campaign, to limit more than a 10-15% population advantage between the biggest and smallest factions.

    This leads to Queue City and many angry players who never can PvP when their limited daily play time coincides with prime playing time.

    Am a whimsical Generation Jones gamer. Online RPGs hooked me since '94 and no sign of stopping soon...

    Who cares? Honestly, with as imbalanced as every single vet campaign is only one faction is having any fun most of the time (and even then, how much fun is zerging everyone down and winning with no challenge?). If the campaign is balanced, everyone who gets in has a decent chance of having fun.
