There goal will be console after June, wouldn't surprise me if pc gets shut down come x-mas.
But what they have said is basically they won't be able to keep the same pace of updates they did in 2014, which given that pace most are expecting the next update to be fall or very end of the year.

Why not just go all in and claim that ZO is going to engineer a nuclear war between India and Pakistan in order to shift attention away from the late updates?

from a marketing point you do not threw a full price DLC [new content/zones] at new customers on top of the +80-100€/$ buying fee for the game itself of around 20-40 €/$ - wich would just increase the innitial paywall creating bad reviews and reduced revenues.

So, they will probably have minor Crown Store updates, bug fix patches, changes to group tools, Craglorn, champion system tweaks etc.
I imagine that the moment July hits there will be content launched along the lines of Wrothgar or Spellcrafting or both, to give new shiny things to the console launch and have a strong start.

Quick! Warn EA and Ubisoft... oh, too late.
So, yeah, Wrothgar hitting on June 7th is actually not that much of an outside bet. Bethesda doesn't have a huge track record with Day One DLC, but ESO did have the extra mount up front, and it wouldn't surprise me if they're willing to see if they can chase after the big publishers on that front.
