I was dealing with this issue for a while where my characters would not load, instead i would click on the character and it would load forever and not actually enter the game (very frustrating).
I contacted customer support and they gave me a couple solutions.
Once I did both of these things my game started working like normal, I cannot say which one actually solved the issue or if it was a combination of the 2, good luck.
1)Assuming you are playing on the North American server, please delete all the files you find in the Live folder
* You can find the Live folder here: My Documents\Elder Scrolls Online\Live
*Navigate to the folder, then delete the files in it. Once this is done, please try to launch the game again (with administrator privileges - right click on the icon to have this option), it should the launch and regenerate the missing files.

2)The other suggestion was obvious but make sure your drivers are updated, my nvidia card was updated but not my intel graphics card.

*Intel Video Cards: http://www.intel.com/
Click Menu.
Choose Support and then Downloads and Drivers.
Select Option 2: Automatically Find Drivers and Software.

*Nvidia Video Cards: http://www.nvidia.com
Click Drivers.
Choose Option 2: Automatically find drivers for my NVIDIA products.

*AMD Video Cards: http://www.amd.com
Click Drivers & Support.
Click the Find your driver button.

*Other Video Cards:
Players should contact the computer's manufacturer for driver updates.

I think the things you did were actually coincidental to the true problem.I was having the same issues yesterday with this game and WOW.After researching the problem on both games(reading forums) I determined my issue was Comcast and it would eventually fix itself. So far I have played for over 3 hours and have not had a single problem and did none of the things you have done.Still glad your game is working as is mine now.
