Unobtainable collectibles

My main character became a vet long before the issue with collectible drops was corrected. As a result, that toon is overleveled for any drops in it's home alliance. In my case, that means I cannot get the Cruel Collar, as jackals are only present in the Alik'r zone. I think the same may apply to Malformed Kagouti Tusk for EP vets, as kagouti only seem present in EP zones. I submitted a ticket for this several months ago, and was told the issue would be pushed to development team. I have seen nothing regarding this in known issues. Is this, in fact, a known issue? Are there any plans to create an alternate path that will allow vets to get collectibles that they are overleveled for in their home alliance, keeping in mind that collectibles were not working when we were the appropriate level for some of them?

@ZOS_GaryA, per 1.6 patch notes, wild jackals have been added to Craglorn. I'm assuming they will drop the Cruel Collar collectible. Can you confirm this?Hey there @Ourorboros,

✭✭What is a cruel collar for? I got one today while questing.
@Niastissa Cruel Collar is a monster collectible that is dropped by jackals. Once you have the item in inventory, you get the achievement for it. There are a large number of items dropped by creatures. If you complete a group, you can unlock dyes. You can find these in the Trophy section of Achievements in your Journal.
