Should two major buffs result in a major plus a minor instead of just a major?

The way I understand it... Say I have Critical Surge running (grants Major Brutality) and 10 second left on it and then use Momentum (grants Major Brutality) with a 23 second duration, my understanding is that my Momentum Major Brutality will overwrite Critical Surge Major Brutality. I think it should instead give me a 23 second version of Major Brutality but also give me 10 second duration of Minor Brutality.

    Their intention is to specifically balance the game around the fact that you can only have one of each. I doubt this will change and I like it way it is in 1.6.

    They now disallow stacking of buffs which is a great thing IMO. This is very similar to how Dark Age of Camelot handled its buffs (and probably still does). You're able to have one buff or debuff per type, which helps balancing the game a lot, since you're able to allow the player to have multiple abilities granting similar effects without making a combination too powerful.

    I understand their intentions, but a minor buff is only 5% and it gives someone a little more incentive to use two overlapping buffs, especially if they have other effects that you want to use anyway.

    And what if they use 3 buffs? 4 buffs?

    Also don't forget that they're removing the soft cap, so a single 25% buff might be more effective than two 20% buffs before.

    Well they wouldn't use 3 and 4 because there can only ever be ONE major and ONE minor. I just ask that two majors result in a major and minor.

    No, because it is cheating the system and goes against the purpose of balancing. You are proposing to use two abilities that give the same buff (Major), but get two different buffs instead (Major and Minor). Nope, nope, nope!

    You now have to make decisions on what skills to use/not use vs what buffs they provide...thus adding depth to the skill selection meta. Love it.

    Force weapon swap to have priority over EVERYTHING. Close enough.
    Make stamina builds even with magicka builds.
    Disable abilities while holding block.
    Give us a REASON to do dungeons more than once.
    Remove PVP AoE CAP. It is ruining Cyrodiil.
    Fix/Remove Forward Camps. They are ruining Cyrodiil.
    Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.
    Werewolf is not equal to Vamps/Bats.

    There is only one MINOR BRUTALITY in the entire game (DK earthen heart passive). It is ridiculous that I can't cast two majors and get a major and a minor. It completely destroys the use of certain skills. That is not depth, that is limiting the player for no reason. I understand the reason for not being able to stack two majors but it's dumb to take a skill and make it useless because another one of your skills does a part of the effect of it.
