Losing paid subscribers in order to gain newcomers who have no intention of spending any money whatsoever on the game (beyond the initial game cost) is a questionable plan at best.
In no way, shape or form will this benefit "the community" you speak of. In fact, it will be it's downfall. Logon to the forums for any F2P/B2P MMO, or glance at the in-game chat in said MMOs, and you'll see that the dregs of gaming flourish.
Consoles will have their own separate megaserver, they will not play on the same servers as the PC Master Race. Save for those who make good of the offer to transfer their account, they will not face "heaps of veteran-Level characters". If anything, this will be a lot bigger problem for newcomers playing on PC...
This post scared me a bit, but I totally agree. On a side note, I did also notice Paul Sages facial expressions and movements during Eso Live, which scared me the most. If he's losing faith, Eso is in for some trouble.

You think the content of Tamriel Unlimited Pc version and Console Version will be different? Why would they do that?

The most advanced players have already completed all the content in the game. They fought through all the dungeons/arena, all the trials (with hardmode) and all the quests. They caught all the rare fish, found all the collectibles, cleared all the caves of bosses and skyshards. They destroyed hundreds of dark anchors and the associated generals. They chased M'aiq the Liar, lit campfires, intimidated merchants and bought drinks to the Undaunted.
Those players will have nothing new to do for the next 6-12 months and as fun as the game is, they'll get bored eventually. I don't think that it's possible to be "as invested as you want to be in the game" anymore. :'(
