That's because you were the only player character in your other TES games, so you didn't see anybody exercise their option to wear costumes. There are plenty of mods for character dress for for Oblivion and Skyrim, and lots of players use(d) them. In a MMO you are confronted with other people's choices.
To say that it destroys pvp is a bit hyperbolic. Lag, non-functioning siege, inability to swap weapons, getting stuck in 6 cm of water, dropping to 12 fps in big battles, imbalanced faction pops, these are things I would support people saying "destroy" their pvp experience, but to pin your ability to enjoy the game on how other people dress seems silly.
