The Imperial City was paid content to begin with so how it is it any differant in the new system? You have to have sub as it is now. You are paying for it. In the new system you will either have to sub or buy it individually. Literally nothing has changed in this regard.

I edited mine right after I posted it because I wanted people to understand why I said what I said.
I will add now that it will also depend on the cost of DLC. If they charge full expansion prices for small DLC (I'd say between $20-$40) people will not tolerate it and they will have a PR issue to deal with once again, just like they had when the imperial edition was announced and during the entire subscription era.

It sounds like they are going with the industry average based on their answers. While final cost is yet to be determined that would put the estimated cost around $10 US
Expect every aspect of the game released from 1.6 onward (besides some, not all, bug fixes) to be sold for cash.

I just read where the pvp part of the justice system isn't in yet, and I count that as half of it. To me at least, it's half finished without it.
