Will Imperial City and full Justice be included in Tamriel Unlimited?

The Imperial City was paid content to begin with so how it is it any differant in the new system? You have to have sub as it is now. You are paying for it. In the new system you will either have to sub or buy it individually. Literally nothing has changed in this regard.

The Imperial City was paid content to begin with so how it is it any differant in the new system? You have to have sub as it is now. You are paying for it. In the new system you will either have to sub or buy it individually. Literally nothing has changed in this regard.

I will add now that it will also depend on the cost of DLC. If they charge full expansion prices for small DLC (I'd say between $20-$40) people will not tolerate it and they will have a PR issue to deal with once again, just like they had when the imperial edition was announced and during the entire subscription era.0 -

However, the developers in the AMA said that release of content would be slowing down because it has to come out on four platforms now instead of two. And they have to demonstrate value to ESO+ members. If you can play everything and spend $10 every two or three months to get the next release, then why spend $30-45 to keep the subscription?
I'd rather see big packages worth $30 every couple of months. In complete speculative mode, I thought about a possible Dark Brotherhood origin storyline: two parts, Solstheim and North Vvardenfell in one, South Vvardenfell and Vivec in the other. I could see that coming out over a four-five month period and being a $60 buy-in, $30 for each part. Again, I stress, that's me dreaming. Sorry, didn't mean to be confusing. If/when the PVP portion of Justice is ready to come out, Zenimax folks are saying it will be included as a patch. It won't be sold as DLC. Last time they talked about the pvp element they said "if/when it comes out". I would not be surprised if the pvp element of the justice system is never implemented.0
