Will Imperial City and full Justice be included in Tamriel Unlimited?

@OP, since we've heard nothing with regards to the IC, I'd be baffled if they decide to release it with 1.6. It is likely going to be released afterwards as DLC.

If this means the imperial city will be paid content expect MAJOR backlash. Same with justice PvP.

    .

The Imperial City was paid content to begin with so how it is it any differant in the new system? You have to have sub as it is now. You are paying for it. In the new system you will either have to sub or buy it individually. Literally nothing has changed in this regard.

You edited your post to account for mine. :-p

The Reddit AMA had one of the developers saying full Justice would be included in TU playable content. IC was still in a grey area.
Now let's dig on the Dirt Mound... (never gonna get it, never gonna get it, NEEEEver gonna get it, never gonna it)

I edited mine right after I posted it because I wanted people to understand why I said what I said.

I will add now that it will also depend on the cost of DLC. If they charge full expansion prices for small DLC (I'd say between $20-$40) people will not tolerate it and they will have a PR issue to deal with once again, just like they had when the imperial edition was announced and during the entire subscription era.

It sounds like they are going with the industry average based on their answers. While final cost is yet to be determined that would put the estimated cost around $10 US

However, the developers in the AMA said that release of content would be slowing down because it has to come out on four platforms now instead of two. And they have to demonstrate value to ESO+ members. If you can play everything and spend $10 every two or three months to get the next release, then why spend $30-45 to keep the subscription?

I'd rather see big packages worth $30 every couple of months. In complete speculative mode, I thought about a possible Dark Brotherhood origin storyline: two parts, Solstheim and North Vvardenfell in one, South Vvardenfell and Vivec in the other. I could see that coming out over a four-five month period and being a $60 buy-in, $30 for each part. Again, I stress, that's me dreaming. But that also justifies the subscription model, too.

Expect every aspect of the game released from 1.6 onward (besides some, not all, bug fixes) to be sold for cash.

The AMA also said the full Justice system would not be sold as DLC. It would be added to the included TU content.

Thats IF the pvp element of the justice system is ever in the game. He did not say it would be for sure implement. He said if/when it is they want to do it right. My guess is the pvp element will never be in game.

At this point, your guess is as good as anything. All we can do is wait. ;-)

We'll get into all the details about DLC in the future when we're ready to fully discuss it. :)

So basically we get nothing to look forward for, right?

Also, is Zenimax insane? How are you re-releasing this game and sending it to consoles with the failed veteran system still in place?

    If not, then

    WHY SHIP AN UNFINISHED PRODUCT?

They are saying full Justice will be included in the TU content, not as a purchased DLC - if it happens at all. The Imperial City is also in the air.

I just read where the pvp part of the justice system isn't in yet, and I count that as half of it. To me at least, it's half finished without it.

Sorry, didn't mean to be confusing. If/when the PVP portion of Justice is ready to come out, Zenimax folks are saying it will be included as a patch. It won't be sold as DLC. That's what I mean to say. They won't say one way or the other about the Imperial City, though.

Last time they talked about the pvp element they said "if/when it comes out". I would not be surprised if the pvp element of the justice system is never implemented.
