There will be free patches/ updates will be for balancing and adding new core game systems.
Paul Sage (reddit aua): We plan to have updates that add new systems, address balance, etc. These will come to all players of the game and not have a cost.

The problem is that the content cycle was *never* 4-6 weeks. I know I sound like a broken record, but this is why I'm pissed about paying a sub for the last 9 months: They promised us content every 4-6 weeks, they didn't deliver other than Craglorn (whoopdeedoo, one content zone), and instead were clearly putting all of their resources toward taking the game B2P.

To be fair, Sage or Firor also said that after 1.6 they intend to let the game "breathe" and don't intend to focus much on balancing for awhile.

We weren't given new content, just bug fixes as they tried to catch up with the problems they went live with. With the new console platform announcement I can understand why they have decided to put a hiatus on new content till the make sure the consoles versions are working properly.
They don't want a "failure to launch" like they did with PC.
