I had to rewatch the video a couple times before I understood what was going on with the blue fabric. Once I got past the confusion, it was pretty touching.
is there any significance to the blue piece of cloth the Breton had? Did it show up before or are we just to assume it was a memento he brought to the battlefield from his significant other?

Yeah, I'm pretty sure the fabric was supposed to be a token from his significant other, which is why he reached for it.
When we saw the Altmer through his eyes, she was wearing a blue dress. I'm pretty sure he had her confused with his lover. And she gave the ribbon back to him in the end
