I did noticed when re downloading the game recently it pops up with the Hero Engine name and it got me thinking.
Anyone have any idea?

the havok engine , or havok helped them build a custom one.

I'm pretty darn sure that havoc only deals with character physics. For example, when playing beta they never had the Havok logo until they added in contact with NPC's and it started to show up when getting in the game.

This is correct. Havok is just the collision detection tech in-game. Nothing more.
I'd like to welcome many players to the reality of game development. Most mmos are a combination of custom and licensed systems. ESO is no different. It is a combination of systems put together to make a whole. Some custom and some licensed/bought.
Hero engine has had a bad rap largely not part of their own fruition. Swtor used a very old and incomplete effectively free version to start their game and it limited their development. The current, complete Hero Engine against what Bioware used is like comparing Windows 8 to Windows 98. The current and evolving Hero Engine is a pretty solid engine. To what level ZO used Hero Engine is up for debate but even comparing ESO with a game like Rift which also uses Hero Engine (likely to a far greater amount) clearly shows massive differences. Even that is an unfair comparison because we don't actually know how many assets from Hero Engine actually take part in the current version of the game.
If one's stress derives solely from thinking Hero Engine sucks then you should educate yourself on what really "sucks" when it comes to software.
