FPS Drops to ZERO using Bolt Escape

As the title implies when I Bolt Escape (BE) my frame rate drops to zero and it looks like I'm about to crash (the entire screen just freezes) but then everything resumes and works fine until I BE again.
I have been playing my Sorc for a couple months now without any problems with the BE skill. The problem began today with the patch. Restarting my computer and router did not help. Turning off sound did not help.
I lowered my view distandistance from 75 to 25 and this seems to help with the problem only occuring every 2ND or 3rd BE. Left my view distance at 25 and lowered everything from Ultra to High to Medium. I couldn't get myself to even try low. It looks like crap.
To add, I tried shadows, particles, water, ambient and even grass and it didn't help.
Any other ideas or is anyone else experiencing this? I feel like it's just me and not ZOS problem or the forums would be exploding with rage.

Optimizations for the game can change heavily based on your hardware. In order to get a better idea of what may be causing the issue, we ask that you submit a game consultant file to customer support, along with a description of the issue. Copying and pasting the original post in this topic should be just fine.
Once we have that information, please feel free to post your ticket number and we'll see if we can come up with some specific suggestions to get you bolt escaping more smoothly!0 -
@themizario Although I have my own set of issues currently with ESO, I did also have this same exact issue as well. Whenever using bolt escape the game would go from say 80 frames to 0 frames and freeze, then recover back. I tried the changes Gary mentioned in another thread for edits to the Usersetting.txt file and those did help to resolve the massive frame loss with bolt.
