Simply put, there is no money in it, no matter how hard you try.
Same applies to Cyrodiil, as much as I would wish otherwise. US and EU have one active campaign each, with probably less than 10k regular players overall. my ( totally unsubstantiated ) estimate of the current sub numbers is around 300k, so it's a sound business decision to focus on the other 290k.
The cake eating expression is exactly as it sounds by the way. You literally can not have a cake and eat the cake too. So you canhave a cake or you eat the cake and no longer have it you can't have both. Unless you specifically make two cakes one to have and one to eat.
