Talons + Devouring Swarm or Standard of might + AOE spam are the new way to go.

That's what you get when one can replenish its ultimate pool in 15s and when you have AOE spells cost so low / magicka regen so high that you can spam it endlessly.
By the way, Zenimax could probably get rid of magicka bars in the UI.
A 1s casting cooldown would do the job

(I can almost hear people complaining that 1s would be too slow ^^)

It's the pinnacle of tactical PvP ^^

Telel and Telel's friend were both quite amused at the number of bat spammers they ran into.

They were not so amused at how often they'd manage to pull off an invisible swarm kill caused by rendering issues and or macros.

Fortunately shield rush and bat spam seemed to be the best any of them could manage and this one greatly enjoyed the bounty quests they took back to Haderus with them. ^_^

whip out some caltrops, spam shattering prison and wall of elements a few times, fill DK bounty in 30 seconds.

If thats the case, then ranged magicka spells should also not take stamina when blocked.

of course, that is complete nonsense anyway, as an attack is an attack, and should take away from stamina if blocked. Do you realize how much harder and more frustrating it would be if ranged attacks did not drain stamina?

The game needs fixing, not made harder. fixing the game and making it harder are two completly different things. Lets fix it first, then talk about the difficulty.
