There used to be that chance, where earning just enough ultimate to cast empowering would save your ass. Now I will know up to 24s ahead of time if I am doomed. One mistake could cost me, whereas before I could afford an early mistake.
I have a build similar to that which works with either 5 light/2 heavy for magicka sustainability or 2 light/5 heavy for increased durability. I think I missed the 24s cooldown? Or is that a calculation based on the new ult gen system to be installed in 1.6?

In theory shards were also an AoE stun. Jabs could also count in some way.

Also bring back Empower pre-changes so that next attack is boosted by 50% , that was cool.
Maybe make it less accessible as a counter balance.

Shards could only stun one target per cast even though the damage is AoE. I would've been awesome if it was an actual AoE stun. The jabs snare was ok-ish in PvP but not really useful in, say, a tank scenerio where you need to CC a pack of mobs quickly to keep the group from getting nuked. The untauntable wolves in MHK for example
