Nobody is asking ZoS to add content to the already available cash Shop. Wow has no DLC, unless you think a pet or Mount is Content
What WOW has are Addons and they are to be expected and needed in an MMO. I have not yet seen an MMO without them.
What an expansion has is usually a new class, a new continent, professions or housing.

Yes. EvE online has an item shop, but it does not influence how the game feels. You can by clothing for your pilot but they have no influence other than your pilots profile picture. You dont "see" that. As for PLEX - it was a smart move of killing ISK-farmers and invigorating the economy. You still can't paint your ship pink and make it shoot plush toys.
In MMORPGs item shop always goes down to "funny lel-kek-awmygawd-so-kawaii" items. That visually ruins the game with so much candy my teeth rot by just logging in.
