Where is Rock Bone Diplomacy quest? This is one of quests in Vlastarius. No any information about this quest. I need it for achievement.

Indeed; each Cyrodiil town has 10 possible quests, only two or three of which are available at a time. To get a certain quest to appear, you need to accept and complete (or just abandon) the quests you don't want. (If you don't touch them at all, they reset daily.)I found it! It is random quest.
