Is heavy armor fixed?

At launch and for many months afterwards, most people agreed that light armor was the best, and heavy lagged behind. ZOS eventually acknowledged this and made some fixes several months ago to heavy armor, so that it returned some resources when the character wearing it was hit. At the time, several of us said that while welcome, this change was not nearly enough. We haven't heard much from the developers about heavy armor since.

The recent changes to Stamina skills and medium armor have made medium armor an attractive option for DPS, and light armor has always been good. Do you think the changes to heavy have been enough to make heavy armor as good as light or medium?

Templars are 'just slower... by design'
Yes, Gina actually said that (at least regarding Rushed Ceremony) right here:

First of all - what you want from heavy armor? It's pretty good for tanking. Or you want to be as good on dps as light/medium?

Personally, I think light armor still gives as much if not more survivability than heavy. While light has less mitigation, it allows for more defensive spells, which in the end often means you still take less damage in light. I would like heavy either to give more mitigation or to be a middle ground between light and medium in terms of the amount of resources it gives back/rebates it gives on resources.

The problem with light is just that its numbers are too high in terms of the resources it saves. Heavy just can't compete. (Just my personal opinion, of course).

The dps increase granted by light and medium armor greatly outperforms any damage mitigation available through heavy armor, not to mention the huge resource pool obtainable only through light and medium armor enables you to survive longer. Heavy armor gets outperformed at everything.

Currently no, it still is far behind, Again currently.

ZoS is completely changing armor (not exactly) in the Champion system. I would say more but I don't remember it all exactly and don't want to mess it up. All I know is there will be a lot more people running around with heavy armor.

No, it still needs a little love.

We may see it's usefulness grow a bit when softcaps are removed, but I think it could still use a small damage mitigation bonus as part of it's 5 pc set and maybe increase the usefulness of resolve by a percent.

I agree. With light armor you can just hold down block and you still get the full benefit of your spell damage. The only way that heavy armor is ever going to compete as a viable option is to take away block casting.

I can hear the outrage already, and I block cast with my nightblade all the time, allowing my wonderful stamina regen from Focused Attacks to keep my stamina up while I destroy my enemies with Sap Essence. There isn't any logical reason anybody should be allowed to do that. The reason we do though is because you'd have to be an idiot or simply really enjoy the challenge of doing it any other way.

I'm mostly talking PvE here, but I tried to use a build that was stamina based, with a bow and DW. It was tough. Really tough. I got my A$$ handed to me in Craglorn no matter how many different combinations of weapon abilities I put on my bars. Then I just gave in. I made a seducer set of light armor grabbed a resto staff and started owning in Craglorn. Not only is it so much easier to literally spam one button, but all I have to do is stand there and cast it while holding block.

The point is that heavy armor is unnecessary for solo PvE and PvP as long as you can block while casting and just use your stamina resource for that. So unless you're tanking you really are at a disadvantage using heavy armor over light.

I could live with the fact that heavy armor has no resource regeneration -if- it had an appreciable damage mitigation that accompanied its lack of resource management. In other words, if I got hit really hard and could take a number of hits without having to spam blazing shield, hardened ward, raise my shield, or such abilities, then and only then would heavy armor actually be worthwhile.
