I don't know why but I'm about a dot away from getting lv23 and for some reason even when I kill lots of mobs I don't gain any experience at all.
Is this a bug also I recently just started using a bow for the first time, could that be a cause?

    You only gain experience for mobs within 5 levels of you, if you're killing greys that could be the problem.
    Also there is no experience for those players who play on American national holidays. <wink>

    That last was a joke. @ozm8ey‌ . But it does sound like you might be fighting mobs that are more than 5 levels lower than you, those do not give any experience.
