In Oblivion we had a unique map, Cyrodiil was different shaped w/ Shivering Isle off to the side for the GOTY edition.
In ESO we see the same layout in siege areas or home spawns for alliances for preparations.
Tell me if its an Easter Egg or not!

✭✭Honestly, it was probably just based on whatever map the artist had to reference at the time. Most likely little thought was given to what it was actually supposed to be and it was only intended to be a recognizable approximation and not to be looked at very closely. Just google Cyrodiil and you will see many different variations, I suspect the artist just happened to choose the one with the cutout and didn't really bother to wonder what it was.

I still find it amazing that the cut out is in there, given at this time Shivering Isle would look completely different maybe its a future update? Were we can go into the Shivering Isle.

Imperial City is also in ruins slightly floating around as you can see to, so maybe its a future thing to come?
