You will reach your next veteran rank when you hit 1 million XP, or approximately 25% of the leveling bar.

1M is exactly 25% of 4M.

I'd say there is still an XP problem as you should not need to close 334 dolmens in order to level up one veteran rank.

At 7000XP per quest, you would need to complete 143 of them to reach your next VR level. Most zones average around 55-60 quests. Given how quests are the highest source of XP, I'd say there is still an XP problem in the game.
From all the reports I have seen, I think the best way to level VR ranks is to complete the Cadwell's Almanac quests, clear all six delves, clear the public dungeon's two quests and then grind out the remaining XP by killing generic mobs. You will gain all skill points and skyshards this way. Maybe throw in the two daily Undaunted pledges so you can grab that quest XP and the dungeon skill points as well.
