AD Quest "Grim Situation" Bugged - Prevents Accessing Third Faction

The Aldmeri Dominion quest "Grim Situation" is bugged. It is not possible to complete the quest objective "Seal the Southern Corruption" because one enemy spawns inside of a nearby wall and cannot be killed.
This quest is part of the AD main story, so this bug is blocking access to the third faction for Daggerfall players.

✭Update:
You can angle the enemy in such a way that you can hit him while he does that "flip over you" attack. However, even when you manage to kill him, you still don't get credit for that part of the quest.0 -
