Because this is the case only for a few quests.
And the vast majority of quests are not that difficult... I firmly believe not even all of Cadwell's are difficult enough to qualify.
My best guess: 2 maybe 3 quests max per zone are affected.
All who now believe/hope that after the next patch quest XP gain will be back to "sane" levels are delusional - there is no other way to say it.
It's over, there are no more shortcuts to gain VR levels at a decent speed.
And because now even a full completion of a zone does not give nearly enough for a full level the only way to go is to "grind" the daily undaunted quests for a long time...
This greatly benefits the casual players (maybe an hour or two per day on average) and stops the "power-gamers" dead in their tracks because even if you want to quest more you can not get more than those two daily quests.
Which in turn is a good thing - for Z's coffers because the more dailies you need to finish a level the longer you need to keep paying your subscription...

You will hit level 50 and stop gaining rank, only XP, that will accumulate and be used towards skill points.
Because the changes are so huge, and affect such a large portion of the game, these changes have to be implemented in phases.
This is phase 1.
In no way is this the final way things will work.
We are only seeing Vet levels because those haven't been addressed yet. But will be in another phase.

1. The deploy has to be in phases because of the huge change to the system. They have to ensure that each step works first.
2. If this was a money sink for them, they would have found far better ways to eke out more money from the player base. This would not have been their choice, no matter how hated they are by the users.
3. You are right, I have no idea what the final system will be like, which is why I am not complaining NOW about something that isn't fully implemented.
The system DOES work now. Just not the way we are used to, and in many cases, not the way the users want it to work.
You are getting Xp
You are getting loot
You are getting achievements
You are able to quest
You are able to run dungeons
You are able to participate in all areas of the game that you were able to do so before the release.
With the few exceptions of really broken stuff (Consumable Alchemy Writs not updating), everything still works. Just not the way you and many others want/like.
It was changed. No one likes change. It is upsetting and confusing.
It takes a while to get used to it. Some adapt better than others. Some never adapt.
The whole point of my post is that this is all temporary. Yeah, it is a pain in the butt for the moment. But this isn't the final product and until the final product is fully released NONE of us know how these intermin changes will impact the final product.
The best thing to do is work with the way it is now and wait and see how things progress through the next phases of the roll out for the Champion system.
